Bylaws of the

7th District Republican Committee

 

 

ARTICLE I – NAME, PURPOSE, AND OBJECTIVES

 

Section 1.  The name of the organization shall be The 7th District Republican Committee. Said Committee is recognized by the                          Washington State Republican Party pursuant to article 10 of the Washington State Republican Party Bylaws and no                        other committee in the 7th Legislative District is a committee of the Republican Party for purposes of Sec. 3 (2) (C) of                        Initiative 134.

 

Section 2.  The purpose of the 7th District Republican Committee shall be to cooperate with the seven County Central Committees in                   the 7th Legislative District in order to coordinate Republican Party activities within the District and promote Republican                     principles of good government.

 

Section 3. The objectives of this organization shall be to:

 

A. Work for the election of two Republican Representatives and one Republican Senator from the 7th District to the State               Legislature.

 

1. Seek out, encourage and assist qualified candidates. Bearing in mind the restrictions placed on such activities by            Article VII.

2. Provide all possible guidance and support through contacts and Information.

 

B. To strengthen and expand the Republican Party through the dissemination of information on:

 

1.  Basics of the political and governmental systems.

​

2.  Differences between the two Political Parties.

​

3.  Legislation needs, proposed or enacted and its impact on the 7th District and the State as it relates to the election of       Republicans.

 

 

ARTICLE II – MEMBERSHIP

 

Section 1.  Membership in the organization shall be open to all interested Republicans who are willing to uphold and to actively                      participate in the objectives of the organization.

 

Section 2.  Dues shall be $20.00 per person or $30.00 per family and shall be payable at the beginning of each calendar year.

 

Section 3.  Only members who have paid their dues for the current calendar year are eligible for floor privileges.

 

 

ARTICLE III – OFFICERS AND DELEGATES

 

Section 1.  The officers of the organization shall consist of: Chairman, Vice Chairman, Secretary and Treasurer, to be elected by the                   Delegates at the first quarterly meeting following the organizational meetings of the seven counties.

 

Section 2.  Duties of the Officers

 

A.  Chairman:

 

The Chairman shall preside at all meetings of the member and the Delegates and shall have general charge of the business of the 7th District Committee. The Chairman shall call meetings to order and announce the agenda for the meeting. He/She shall recognize members entitled to the floor in the order of requests. It is the Chairman’s prerogative to appoint all Committee Chairs with the approval of the Delegates and to make arrangements for the meeting program in the absence of a Program Chairman.

 

B. Vice Chairman:

 

The Vice Chairman shall, in the absence of the Chairman, exercise the powers and perform the duties of the Chairman

 

C.  Treasurer:

 

The Treasurer shall receive and hold all incoming funds to the organization, report to the membership quarterly, and report to the Public Disclosure Commission all reports required by law. He/she shall make all payments of $100.00 or less to creditors on the request of the Chairman. Amounts exceeding $100.00 must be approved by the Delegates.

 

D.  Secretary:

 

The Secretary is the recording officer of the organization and the custodian of all records except those that are specifically assigned to others as the Treasurer’s books. These records are open to inspection by any member at a reasonable time where a committee may need them for the proper performance of its duties. The Secretary shall prepare for the committee all business that has not been assigned to others including the mailing of meeting notices, membership applications, and cards as assigned by the Chairman or the membership committee. He/she shall notify County Chairmen of the individual counties when Delegates from their county have missed two consecutive 7th District meetings.

 

Section 3.  Committees:

 

The Chairman and Secretary shall be ex-officio members of all committees. Standing committees shall consist of auditing and program committees.

 

Section 4.  The Officers and Delegates shall serve for a two year term between county organizational meetings.

 

Section 5.  Three delegates from each county or partial county within the 7th District, to be elected or appointed at the individual                      counties organization meetings according to each individual Counties bylaws. All elected or appointed delegates shall                    have paid their membership dues to be eligible to vote.

A.  Any delegate, as defined in these bylaws, who publicly supports a candidate for any partisan public office who is not the       legally designated Republican candidate chosen as the result of a legal Primary Election, will forfeit their membership in           the 7th District Committee.

B.  Forfeiture of membership will result in the removal of the Individual from all rights and privileges granted in these bylaws to       7th District delegates. The Delegate will be further banned from participating in any 7th District committee activities for a         period of not less than two years from the date of forfeiture.

 

Section 6.  Vacancies.

 

A.  Vacancies of a County Delegate shall be filled according to each individual counties bylaws.

 

B.  Any Officer vacancies occurring between the elections of officers shall be filled by a vote of the Delegates. Written notice         of such action shall be given to members at least 10 days prior to the meeting at which the election will take place.

 

Section 7.  Elected Republican State Representatives and Senator shall be honorary Chair and Co-Chair of the 7th District                                Republican Committee with full voting privileges exempt from dues while in elected office.

 

Section 8.  With the majority approval vote of delegates in attendance, a past and or long standing member may be given                               recognition as an “Honorary 7th District Member” for life.

 

 

ARTICLE IV - MEETINGS

 

Section 1.  The Chairman must call at least one meeting quarterly at a time and place designated by the Delegates. Other meetings                  may be called at the discretion of the Chairman. Members must be given notice of all meetings at least 10 days prior to                  date on which the meeting is to be held.

 

Section 2.  Upon a petition signed by four (4) members of the Delegates a call to meeting must be issued by the Chairman within                       72  hours for a meeting to be held not later than 15 days from the date of the call. If the Chairman has failed to act                         within the said 72 hours, the Vice-Chairman must act in accordance wherewith.

 

Section 3.  Electronic meeting participation is allowed.

 

 

ARTICLE V - MEETING RULES

 

Section 1.   A majority of the members of the Delegates or their proxies, shall constitute a quorum for the transaction of business of                     the organization.

 

Section 2.   A majority vote of Delegates present and voting shall be necessary for the Committee to act or elect.

 

Section 3.   An absent Delegate may be represented by proxy at any meeting, provided that said proxy, executed in writing, and                     registered with the secretary, is held by a member of the 7th District Committee from the County of the absent Delegate.                   In the event that an elected Delegate from a county is absent and no proxy has been executed, the 7th District                                 Chairman  may exercise the privilege of appointing a temporary delegate to the meeting from the group of members                       present from the county of the absentee Delegate. No person may cast more than one vote.

 

Section 4.   Roberts Rules of Order shall apply to the 7th District Committee.

ARTICLE VII - ENDORSEMENT OF CANDIDATES

 

No Republican candidate for public office, whether local, state, or national, shall be supported endorsed or opposed by an officer of this organization, acting as such, or the organization itself, prior to the primary election, except in the case of an incumbent Republican legislator seeking election to the seat he or she currently holds, or another legislative seat in the 7th District, i.e. an incumbent House member seeking office in either the State Senate or House of Representatives in the 7th District.

 

 

ARTICLE VIII - AMENDMENTS TO BYLAWS

 

These bylaws may be amended at any meeting of the 7th District Delegates by two-thirds of those present and voting, provided that such amendment shall have been submitted in writing and presented at the previous 7th District meeting.
